National Apprenticeship Promotion Scheme (NAPS) Objective:


The Apprentice’s Act, 1961 provides to create training facilities in different trades in various establishments, regulate and control of training of apprentices. The Apprenticeship Act is implemented through Central Apprenticeship Advisor/State Apprenticeship Advisor in their respective areas. In spite of the mandatory provisions of the Act, the potential to engage the apprentices have been not fully tapped, so far. In order to promote

apprenticeship training and to increase the engagement of apprentices from present 2.3 lakh to 50 lakh seats cumulatively by 2020, ‘National Apprenticeship Promotion Scheme’ has been launched by Government of India. The scheme is in operation since 19.08.2016.

Features of scheme:

  • Establishments   to   engage   minimum   2.5%   and maximum 15% number of apprentices of their total manpower appointed either directly or indirectly.
  • As such, any establishment having 30 manpower is to appoint at least one apprentice in any designated trade.
  • Trainees can get the apprenticeship training in anyone of 181 designate trades.
  • Certificates for the Apprenticeship training is issued by the Central Apprenticeship Council, New Delhi.

Financial  Benefits

Stipend to Apprentices

  1.       The minimum rate of stipend payable to apprentices per month shall be as per the qualifications stipulated in the curriculum. The minimum rate of stipend payable to apprentices per month shall be follows, namely:-

School pass-outs ( class 5th - class 9th )

Rs. 5000 per month


School pass-outs ( class 10th)

Rs. 6000 per month


School pass-outs ( class 12th)

Rs. 7000 per month


National or State Certificate holder

Rs. 7000 per month


Technician (vocational) apprentice or Vocational Certificate holder or Sandwich Course (Students from Diploma Institutions)

Rs. 7000 per month


Technician apprentices or diploma holder in any stream or sandwich course (students from degree institutions)

Rs. 8000 per month


Graduate apprentices    or degree apprentices or degree in any stream

Rs. 9000 per month


    • In the case of Skill Certificate Holder, stipend payable per month shall be as per his/her educational qualification as mentioned in the table above.
    • During the second year of apprenticeship training, there shall be an increase of 10 per cent. in the prescribed minimum stipend amount and further 15 per cent. Increase in the prescribed minimum stipend amount during the third year of apprenticeship training.
    • In the case of National or State Certificate holder, the period of training already undergone by him or her in a school or other institution recognized by the National Council or State Council, shall be taken into account for the purpose of determining the minimum payable rate of stipend.
    • In the case of Fresher apprentice, during Basic Training for a period up to three months, the stipend amount to be paid by the establishment shall be 50 Per cent. of the prescribed stipend. Further, in case of simultaneous Basic Training (BT) and on-the job training full amount of the stipend is to be paid.

Financial support from Govt. of India

      • Sharing of stipend with employers@ 25% of paid stipend or maximum upto Rs. 1500/- whichever is less, per month per apprentice.
      • Sharing of Basic Training Cost with Basic Training Providers to a maximum limit of Rs. 7500 for 500 hours/ 3 months per apprentice.

  1. Employer validation through TIN/TAN/EPFO/ESIC/LIN/ any other identifier decided by Govt.
  2. Aadhar linked bank account

Eligibility and Requirements for Apprentices


  1. Apprenticeship should have minimum 14 years of age on the date of engagement.
  2. Prescribed relaxation in apprenticeship training period is granted if he/she has passed course in designated trade or minimum 500 hours duration course under PMKY/MES.

Features of Apprenticeship portal

  1. Mandatory for establishments, apprentices and BTPs to register and engage apprentices through portal ‘’
  2. Candidate can select the preferred establishment for apprenticeship training through portal.
  3. Establishment can select the suitable candidate(s) for appointing Apprentice(s) and offer appointment letter through portal.
  4. The stipend and cost of basic training shall be reimbursed online through portal.
  5. Apprenticeship Contract registration and approval through portal.
