Testing & Certification of Informal Workers

                                                           
 


Vision : To inculcate technological skills amongst youth to empower them for gainful employment through technical & vocational education; and to enhance productivity of formal & non-formal sector of economy by having close interaction with industry.

Till date 12628 workers  have been tested and certified in the construction trades.

 
 

The size of the informal sector economy is large and   about 92% of the work force is engaged in the informal economy. Skill Development, at present, is taking place mostly in informal way.  There is a necessity of testing and certification at different levels of informal sector workers to ensure certain minimum level of skill competency which in turn shall enhance their employability across the industry.

Construction is the second largest economic activity and also the second largest employer of citizens of the country after agriculture.  Around 82% of all construction takes place in the infrastructure sector, the balance 18% being in the Housing & Building segment.

There are large number of workers in the un-organized construction sector who acquires skills either through family traditions or by virtue of being in employment for long periods. Skills of workers are passed on from generation to generation or through informal guilds. The transmission process is highly unstructured, resulting in incomplete knowledge and skills.

Construction Industry remains a low value added, rigid and primitive entity due to lack of appropriate human resource development at  work person’s level due to the  several social and institutional limitations including

    Low economic strength of workers and even lower incentives to learn, due to lower wage structure applicable to the sector.

2.   Lack of interest on the part of employers to institute well structure training programs.

In view of the above, Department of Industrial Training has initiated a skill development mission in Construction Sector.

Ø    On 30th January, 2006, the Government of Haryana signed a memorandum with the Construction Industry Development Council, to carry out a sustained campaign for certification of Construction workers. Make-up training would be provided to construction workers who do not qualify the test to enable their certification.

Ø    The scheme has been started in construction sectors in 10 Centers of Excellence ITIs in collaboration with Construction Industry Development Council. There will be joint certification by CIDC and IGNOU.

Ø    The practical and theoretical training will be provided to the workers in the informal sector who fail to qualify the test of their skills.

Ø    Till date 12628 workers  have been tested and certified in the construction trades.  Expenditure to the tune of Rs. 38.00 lacs has been incurred by the State Govt., on the training of the workers who initially failed to qualify in the first attempt.
