Upgradation of 1396 ITIs through Public Private Partnership

                                                           
 


Vision : To inculcate technological skills amongst youth to empower them for gainful employment through technical & vocational education; and to enhance productivity of formal & non-formal sector of economy by having close interaction with industry.

 

 

 
   
 

There is a dire need to build strong capacity building structure in Industrial Training Institutes through public private partnership which can institute best processes and systems to inculcate quality skills and competencies among the youth for better employability and enable the industry to compete globally. Union Finance Minister, in the budget speech of 2004-05 had stressed that skills imparted by ITIs must keep pace with the technological demands of the Industry to produce World class workforce and also exhorted Industry Associations / Industry to join hands with the Govt. and create a Public Private Partnership model (PPP) for designing and implementing the scheme.

           Out of total 1896 ITIs in the country, 100 ITIs were upgraded in 2005 through Domestic funding and 400 ITIs are being upgraded from 2006 onwards through World Bank assisted Vocational Training Improvement Project (VTIP). Finance Minister in his budget speech 2007-08 took another initiative and announced upgradation of remaining 1396 government ITIs in the country  by providing an interest free loan of Rs. 2.5 crore to each ITI in a Public-Private-Partnership mode.  The announcement is as follows:

   Para 104    “I propose that the 1,396 ITIs be upgraded into Centres of Excellence in specific trades and skills under public-private-partnership.  Under the proposed scheme, the State Government, as the owner of the ITI, will continue to regulate admissions and fees; the new management will be given academic and financial autonomy; and the Central Government will provide financial assistance by way of seed money.  ITIs will be encouraged to start a second shift.  Once a tripartite MoU is signed among the three stakeholders, I propose to grant an interest free loan up to Rs. 2.5 crore to each ITI for upgradation and revision of courses.  I seek the cooperation of State Governments in upgrading at least 300 ITIs year, beginning 2007-08, under the PPP mode.  I have kept aside Rs. 750 crore for this purpose.”

            For upgradation of 1396 Government ITIs in the Country the Central Government has launched a new Scheme “Upgradation of 1396 Government ITIs through Public Private Partnership”  The first batch of 300 ITIs has been taken up for upgradation at a cost of Rs. 750.00 Cr. in 2007-08.

           Under this Scheme an Industry Partner is associated with each ITI to lead the process of upgradation. An Institute Management Committee (IMC) is set up in the ITI with the Industry Partner or its representative as the Chairperson and the Principal of the ITI as the member Secretary. The IMC is registered as a Society to grant administrative, managerial, financial and academic autonomy to encourage adoption of innovative practices for skill building as per the requirement of user industry. An interest free loan of upto Rs. 2.5 Cr. is given directly to the IMC Society for upgradation of ITI. The loan is repayable by the IMC Society over a period of 30 years.

          For 2007-08, following 13 Government ITIs in the State of Haryana have been covered under this Scheme and interest free loan of Rs. 32.50 Cr. has been released to them at @Rs. 2.5 Cr. each ITI.

At the same time private sector can harness their human resource requirements for making the industry more productive, profitable and quality oriented to reap the benefits of globalization and liberalisation.
